After a pipe fails, two different jobs have to happen. First the water comes out and the structure gets dried, by a certified mitigation crew. Then somebody has to put the house back: drywall, flooring, cabinets, trim, paint, and the permits when the damage runs deeper than a patch. We do the second half. Supraclean does the first.
Most homeowners meet water damage as one emergency, but the industry splits it into two trades. Mitigation is the first 72 hours: extraction, containment, drying equipment, moisture readings, and removing whatever cannot be saved. Reconstruction is everything after: rebuilding what mitigation had to cut out, and putting the house back the way it was or better. Different equipment, different certifications, different insurance. Companies that claim to be great at both are usually strong at one.
We are a licensed Class B General Building contractor, the same family crew that builds kitchens, bathrooms, and ADUs across San Jose. We rebuild after water damage. We do not self-perform extraction, drying, or mold remediation, and we will tell any homeowner who calls us with water still on the floor to hang up and call a mitigation crew first.

Why we partner instead of doing both
Mold remediation and water extraction carry a specific insurance problem. Standard general liability policies contain an absolute pollution exclusion, and California courts have repeatedly treated mold and indoor air contaminants as pollutants under it. A contractor who self-performs remediation without contractors pollution liability coverage is one claim away from a very bad afternoon, and so is the homeowner who hired them.
Supraclean Water Damage Specialists carries that coverage and holds IICRC certification, the standard-setting body for water and mold restoration. They dry it out and clear it. We rebuild it. When the two halves are done by two firms who work together often, the handoff is clean: they tell us exactly what came out and why, we know what has to go back.
What we rebuild
Framing & subfloor
Rot and delamination cut out and replaced, sistered joists, new subfloor, and sill and stud repair where the water sat long enough to do real damage.
Drywall, texture & paint
Insulation replaced, drywall hung and finished, texture matched to the existing wall, and paint carried to a natural break so the repair does not read as a patch.
Flooring & tile
Hardwood, engineered, LVP, and tile, including the underlayment and the flatness work under it that decides whether the new floor lasts.
Cabinets, counters & fixtures
Cabinet boxes and vanities replaced or reset, countertops, sinks, shower and tub surrounds rebuilt with proper waterproofing behind the tile.
Plumbing & electrical
Damaged supply and drain lines, outlets and circuits that got wet, and the failed component that started it, replaced rather than patched.
Permits & inspection
When the repair goes past cosmetic, we pull the permit and close it out with inspection, so the work does not surface as unpermitted when you sell.
What we do, and do not do, with your insurance claim
We will walk the loss with you, photograph and document it, and write a line item scope priced in detail so your adjuster is reviewing real numbers rather than a lump sum. We will meet the adjuster on site and answer construction questions, because that is our trade.
We will not negotiate your claim, interpret your coverage, or promise to get your deductible waived. In California, acting on a policyholder's behalf to resolve a claim is public adjusting and requires a Department of Insurance license. The definition is broad: Building Permit Consultants v. Mazur read it to reach anyone who affects how the claim gets resolved. Contractors who advertise that they will fight your insurer for you are either licensed for it or are quietly outside the law, and neither is a reason to pick a builder.
Two more things worth knowing before you file. Sudden and accidental water damage, a burst line or a failed water heater, is generally covered. A slow leak that ran for months generally is not, and insurers use moisture readings and pipe condition to argue that distinction. And flood is excluded from standard homeowners policies entirely.
Permits: when a water repair needs one
San Jose exempts minor repairs, stoppage clearing, faucet and fixture swaps, and surface work. It does not exempt replacing a concealed trap, drain, or vent pipe, which the city treats as new work requiring a plumbing permit, and structural framing repair and new electrical circuits pull permits as well. A repipe needs its own permit. If your rebuild stays cosmetic, the paperwork is short. If it goes into the walls, we handle the application, the inspections, and the sign-off. How the rebuild runs
Mitigation finishes and the moisture readings come back to a dry standard. We walk the house, measure what was removed, and write a fixed price scope with a schedule. Materials with lead times, cabinets, specialty flooring, get ordered first. Then rough work, inspection where required, then finishes, then paint and punch list. You get one point of contact and a written price before anything starts. What we find later, if anything, comes to you as a written change order before we do it, not as a surprise on the final invoice.
